If you think that some art uniquely expresses human truths (such as Picasso's Guernica which is far more terrifying than beautiful in any kind of Platonic sense) then these truths cannot be "in the eye of the beholder", since truth is objective.

I believe beauty is a subjective experience. i think there are objective stereotypes of what an overall majority would class as "beautiful"; but in the end it comes down to the individuals vision of what they perceive as "beautiful".

I don't really think anything is ugly I do see beauty all around me and also something special about - form and line - Yesterday I saw a small cat being sick - probably a fur ball and it was interesting and a little bit frightening - I ran to tell it s owner but couldn't find her - I also remember a long time ago that someone everyone thought of as lumpy and unnattractive became really beautiful when she talked of something that had moved her.
