If they added a Dolly Parton themed restaurant and a few roller coasters that might have helped.

I'll be interested to see what the actual figures are.

A July 5, 2018, The Grant County News article states they paid the 50-cent tax for only 748,590 visitors over 11 months.

"...The Ark brought in $374,295 in its 11 months.

"Williamstown still has one more month, June, to collect for this fiscal year. Skinner said June is expected to be the Ark’s best month for attendance.

"'Last year, we based out budget figure on attendance at the Ark Encounter at 1,400,000,' said Williamstown Mayor Rick Skinner. 'This year, we are more conservative and using 870,000 visitors. We had a very bad winter and a very wet spring, which probably affected attendance in those months.' ..."

Yes believers are declining. Ham's ark is a good way to advertise how ridiculous those stories are. I've been an Agnostic/Atheist for 50 years but have been able to come out due to joining Free Thinker groups and internet sites such as agnostic.com.
