Spay/Neuter!!!
Use peer pressure to convince everyone in your life -- family, friends, neighbors, co-workers, etc. to also spay/neuter.
Also, NEVER BREED OR BUY.
Instead -- foster, rescue, and adopt.
Humans have created this problem and humans OWE it to our animal brothers and sisters to FIX this problem.

I agree. The cost for a license for an intact dog should be equal to the price of a spay/neuter. It should be mandatory that all puppies are micro-chipped and the "breeder" listed. They should then be fined/misdemeanor citation if any of their dogs end up in a shelter or pound....they need to pay for the dog for life.
