No and no! That is no to both questions. I will qualify the second no by saying that things don’t just happen, they usually are the consequence of some action, either deliberate or accidental...so in that respect we can view them more a result rather than a reason.

"Luck" is random. For the most part (statistical average) most of us have normal "luck". So in the long run, those who have "good luck" are those who have made intelligent choices. Sometimes "luck" runs against them. But most of the time "luck" obeys statistical norms, and they win more often than those who make unintelligent choices.

tell that to someone who has terminal cancer at 30 or has a terminal child.
anyone who makes it big in show business can point to a lucky break that launched their careers. many entrepreneurs who made it big will tell you that they were just in the right place at the right time.
OTOH, many people will only realize many years too late that a decision they made, which made sense at the time, has had a negative affect on their lives.

they put themselves in the right place accidentally?? and that's not luck?
imo, luck plays a major role in evreyone's life from conception to death.
