I've always loved "The City." Last time I was there...I was horrified to see the condition of the streets...feces/urine everywhere, massive camps on Market Street...drugs sold/used openly.

Possibly, cameras could help. I don't know how to think about this, other than ....it might help dissuade some of the crime.
