@jorj Obama left a pandemic plan and a pandemic team in place when he left office. Trump threw out the plan and fired the pandemic team in 2018. Trump has insulted and denigrated the experts. It has come out that Trump didn't want a national response, because he thought it was affecting mostly democratic states, an dhe wanted to be shift blame to the governors if things didn't go well.
So, no, it isnt' both parties who are at fault. It is just the republicans. Democrats pushed for more testing, pushed for masks and quarantines. Republicans said it was all a hoax, that testing means you have more cases, and masks violate people's personal rights.
Republicans have lost sight of the idea that they are supposed to beign doign god and work for the best interests of the people and have instead completely focused on maintaining power and the profits of their contributors and those who promised them jobs when they leave office.
