There are many reasons why a person might not comply with an order given by a police officer.
If a person willfully disobeys, that is wrong, but it sure as hell doesn't give an officer the right to take a life.
We have a justice system to give sentences.

A person may be deaf
A person may be having a schizophrenic episode
A person may be hallucinating
A person may be too afraid to respond
A person may truly believe that the order is unlawful and refuse on principle
A person may suspect that the person giving the order is not a genuine officer
As I said, there are many reasons.
It may be time for some black men to revisit the words of Malcom X and The Black Panthers regarding self defense as intelligence. And then consider arming themselves if they live in an open carry state.

@RoboGraham I won't, because I'm white and therefore not a target of the cops, but if things eventually get crazy enough that I have to worry about right wing militia groups going around hunting lefties, you're damn right I will arm myself if the cops are not out there stopping that. I won't be a sitting duck and I remember all too well how many people in Bosnia in the 90s that were unarmed ended up dead because of militias. Fortunately my generally red state is not yet open carry, so I don't need to worry about it that soon.
You may want to do it sooner rather than later. There are so many people buying guns and ammo right now, it's difficult to find what you need and the prices are going up. I think it will only get more difficult moving forward.
