The House of Representatives passed the bill on Monday by a vote of 322 to 87. The Senate vote was 81 to , with 6 Senators not voting.
The NDAA allocates the Congress has appropriated for the military, and since Congress passed the first NDAA in 1961, it has never failed to pass.
