To clarify the Second Amendment to the U.S. Constitution, I believe that we need immediate federal legislation stating that
• Aall militias must be extensions of local, state and/or federal governments organized, funded, and controlled by those governmental divisions,
• Such militias may never be called to action under any circumstances not directed by the founding governmental division
• State and local government militias must be comprised only of citizens of the governmental agency (they must live within the city or state)
• Any armed so-called militia not falling under the command of those governmental divisions must be immediately disbanded.
• Upon being disbanded, such groups must turn over all weapons not owned directly by individuals (who already have the appropriate gun licenses) must be turned over the state or federal government. The group will be compensated for all weapons turned over.
• All collective funds of such independent militias must be apportioned out to its individual members upon disillusion of the group.
Ummm, African Americans that joined the military during the Civil War were NOT citizens.
IIRC, some folks gain citizenship by joining the military -- IMO, a good thing.
Although 'militia' is used in the 2nd Amendment, the word is, IMO, widely misused lately.
