"we don't get notified" -- I have my own reason(s). 
Aren't they less likely to start a war if they depend (somewhat) on each other ?

You'd think so but the answer turns out to be no. Why? Because human beings are dicks. Sometimes they just want to be major dicks and they don't care the cost.
