ISPs are a cartel, and different rules apply. Often the user (I refuse to call them "consumers" ) has no choice or only an effective duopoly. And both members of the duopoly have similar rules about "fast lanes". There is no effective user choice. It's ECWHP (Evil Company With Horrible Policies) A, or ECWHP B.
