This occurance likely means the programs falls into the hands of less knowledgeable and perhaps less cautious individuals?

Dr Kahn had largely left the program after a fall out with the ruling party. All of the caution of the Pakistani program comes from having common borders with 2 other nuclear powers (China and India). Dr Kahn proved that it is no longer a matter of research, but more a matter of engineering to make a nuclear device. The largest hurdle is still getting enough fissile material.
