I’ve mostly avoided living in communities with HOAs. One I DID experience was located in a affluent, conservative California county, and was awful. They were always intrusive and presumptuous, but one incident sums it all up: I got a letter telling me that flowers I had planted in my front yard had bloomed in colors NOT APPROVED BY THE HOA’s COLOR PALETTE COMMITTEE. They threatened me with fines if they were not removed. I relocated them behind the house. I moved elsewhere within the year.

Yeah, some HOAs take things way too far. In some cases they make rules just to increase the HOAs income.
