Instead of restricting it by high prices, educate every person in whatever their abilities allow them to pursue. For education beyond high school, as long as a student makes satisfactory progress to their goal (degree or trade) they should be provided a stipend. It is an investment that should be borne by society.

It benefits all of us ... Nope, it does not it does not befit employers, capitalists or anyone who wants to live in a society that employs refuse collectors, sewer workers and all the uneducated people who are willing to do such jobs. The only alternative would be the exploitation of the mentally ill, the disabled or the desperate or else we have to start having slaves again, which of course we will when robotics advances enough.
For our capitalism driven western society to work there has to be an ill educated underclass willing to do the jobs no one else will for slave rate wages.

I agree but even with a free education plan there will be people who will not be emotionally stable enough or mentally capable to finish any kind of higher education and they get to pick up the trash.
The US government already employs retarded people. Some of them are lucky enough to be in low skill office jobs but some of them are in places they should not be. I used to work above an airplane wash rack and there were retarded people working in the wash rack. Many of them did not wear their protective equipment. I still remember the kid that was proud of the blisters on his hands because he hated to wear gloves.
I also remember he asked me to borrow $5 to Payday one time and never paid me back. That's when I realized that being retarded did not automatically make you a nice person.
Just as it was to the detriment of slaveholders to have uneducated slaves as the menial labor became more mechanized, it will benefit employers to have more educated employees. The more employers rely on technology, the more they will need more educated workers. The ditch digger and garbage man of old have both been replaced by high tech, but still require workers. There will always be people that don't want to be educated, so that fills you requirement for an ill educated underclass.

No need to sell me on it, but the rich, corporations, and our leaders want anything but this to happen. They want the masses ignorant and dumb, but just smart enough to be able to run the machines at work. That is, until they can be replaced by machines....

I think most foreign students pay but it is still cheaper than education in the US.
Education is free in the UK up to the age of 18, university was free up until 1997, but now is slowly but surely pricing itself out of viability.
