Sammy Davis Jr converted to Judaism. I am sure there are Jews who are atheists. It can be either or both as I see it.

If rituals, conventional customs, religion etc are confined to a large number of people for hundreds of year it becomes as ethnicity.

Will a person who is not originally jew and converts to Judaism face discrimination if he or she move to Israel?

@Noor92 I have no idea....but would imagine they would be welcomed. Converts are usually embraced in most other religions...not so sure about Judaism.
