You can get a sealer paint that is used for sealing gutters but it is pretty expensive, cheap just to line each drawer with a clear garbage bag and punch a hole in each corner to let the water continue down to the next level. A decent alkyd paint would give enough protection for a season or two, marine paint would last even longer. Check the mistints shelf at the building supply store and see if you can score a deal, the dresser drawers you should be able to pick up at the Habitat for Humanity Store or one of the charity stores.

@Sheannutt No plants at all or just on the balcony? These restrictions are getting to be insane.
I like it! Think I'd build it from cedar though.
