I knew some drivers who would connect the seat belt and sit on it rather than use it as intended.

Absolutely correct but it applies to many many more than just red necks . . . AKA - not my fault for my actions so society must be to blame

I thjought so too, but I needed a title.
I've spoken with a few like this in my state of PA. One of them just died in a car crash.
