It didn't say what kind of crimes. Violent? Homicide? Shop lifting? Wife beating? Nepotism? Instead it sounds like the easiest place to get arrested.

@Lizard_of_Ahaz Cities are municipalities. If you live in a city, it always comes with a municipal government. On the far extreme, I've lived in one too many places I call hamlets because they were content to let the county provide government services.
The last time I lived in a hamlet was Hickory Tavern (no tavern, lots of hickory trees) SC. One traffic light, one gas station, one seat barber shop (open on Wednesday) and an elementary school.

Places where you're likely to find high rates of incest are in places with high poverty rates. If you can't afford a mistress or a lady of the evening, do your daughter (the most common form of incest) instead. Minor point: the story has nothing to do with incest. If one uses the Oxford dictionary, the synonym of town is city. Either uses an incorporation style of a municipality. Sometimes one hears "Boston town" for a city so large it's often difficult to establish when one leaves Boston and enters into a neighboring town. That's the point where one starts to swing around the term megalopolis and start watching for Superman.

Neighborhood Scout rates the WHOLE town as a seven, not a four. If one looks at the site's crime map, it's clear where it gets its high crime rate: inner city. Maybe it's me, but I have a feeling the church we're talking about didn't bury their founder there.
On the other extreme their Bailey and Pine city district rates safer than most cities at 100.
