What the poem refers to is a huge cannon placed on the edge of a wall. When it fell off the wall, it proved impossible to move it back to the top of the wall.

@Rudy1962 It is a poem about how screwed up the Royal familys were at the time. Humpty was King George III and he was screwing up (losing the Colonies) and nobody could fix anything he did.
