{Segregation in Minneapolis, like elsewhere in the U.S., is the result of historic practices such as the issuing of racialized real estate covenants that kept nonwhite people from buying or occupying land.}
This is especially true in the Northwest of the US, Washington and Oregon. I think there's still a law where it's illegal for blacks to even be in Seattle if not Washington as a whole. It has been permissible for real estate agents to manage a sense of segregation within housing and land buys to control the population as it continued to grow. [depts.washington.edu]
