I have long advocated that mining and oil companies be required to put up billion dollar rehabilitation funds for each mine or well that they develop.
This case not only reinforces that view but also shows what is generally known these are bad losers, simply pirates & thieving bullies:

Butte has been the largest superfund cleanup site in the US.
Most of the cleanup has been done, but the open pit mine is still in operation here.

The problems are the old, abandoned and deliberately bankrupted sites. The law should simply gaol the directors, managers and operators who leave the problem for others.
@jorj Here in Australia there are many contaminated abandoned mining sites. Reclamation is only a recent concept.
From farmers to criminals EPA laws are being flaunted. Only recently half a million barrels of poison were found buried on a remote farm between Victoria & S. Australia. The environment defenders have recently pointed out that radio active fluid is being used to frack in the Northern Territory - that seemingly is sanctioned by law. It is being done over the Great Artesian Water basin which covers about 660,000 square miles of Australia. The water takes upto 2000 years to replenish.
