What kind of driver are you?
This morning on my way to the dock I was passed by an impatient driver who subsequently followed the next car all too close while simultaneously hitting the breaks all too much. That car finally pulled off and then the driver pulled right up and repeated the same thing with the next vehicle.
He not only made it to the next town at the same time the rest of the pack did but he also used his breaks a whole lot more.
I tend to get angry at people like this. I will slow down and intentionally not let them pass if at all possible. Being in my work vehicle I am not getting into road rage with anyone.
Also I believe that giving wide birth is a smart way to drive. Allow for reaction time at the very least.

Poor drivers are often impatient and careless in their driving habits. They are why we pay ever increasing insurance premiums. I consider getting hit by a careless driver from behind my vehicle the jackpot accident. They and their insurance company will compensate me dearly for the driver's carelessness having caused such an accident.

I taught my kids and my wife to be defensive drivers a and to always look out that the other person will do something stupid.

I am 77 and let my driver's license expire as it is no longer safe for me to drive.

I don't follow a specific rule but don't break rules either. Not a slow driver but don't go over the limit. What you are describing is an everyday thing in LA, some of those are just annoying, some look like they belong in a psychiatric institution.
