Why do we have a declaration of human rights? It is a document that limits what rights we choose to accord people because it is the absolute minimum that the politicians could agree on at the UN. It is so watered down that it serves more to keep people vaguely happy, to create some illusion that the politicians care, than that it really has an effect.

i cannot judge its success but i know it's better to have it than not to have it, because without it, we have NO leverage (not that our current administration cares to use leverage of this sort) to demand even that minimum. imperfect isn't the same as useless.
