Yah.. Your phone (assuming you have one) may be from one of the companies that didn't participate. It's not something you can opt out of. You would have known. It was a loud continuously buzzing alarm, not a text.

@MsAl my phone, which is broken at the moment, is capable of texting and receiving texts. it can do it. i just do not. i guess its being broken lets me off the hook. i am miffed about its being broken, by the way. i use it for making and receiving phone calls, and occasionally taking pictures (not selfies). i find that convenient.

@genessa I guess it's not so bad really, just loud and came at an inconvenient time. I actually like the idea, just that its obnoxious calling it the "presidential alert"
