I'm confused--this sounds more like Cold War stuff. & why would T.rump attack Russia as they are friends? Can you explain the reasons better than the article does?

The dictators all now that they are controlling the "wars." And for these two, it is all about how it looks, not what is actually happening.
Preparing for war is good for the economies. Bad for humanity in general, though.
