I noticed that the article is six months old (dated May-22), and it doesn't say how the money would get into the state budgets where teacher salaries are paid. The teacher revolts we saw earlier in the year were mostly in red states where they do not tax enough to cover the state expenses, let alone budget for salary increases for teachers.

Where was this proposal before Trump gave the cuts? The tax cuts for the wealthy didn't need to occur for them to fight for this before but now, all if a sudden, the money will become available by withdrawing the cuts?

I can't stand Trump and I don't benefit from any of his tax cuts (no one other than the Wealthy actually will) but I can't stand hypocrisy either.
