I lived in Saudi Arabia for two years in a little oasis town called Al Kharj. there were packs of feral dogs wondering the streets every night in search of tit-bits and carrion and there was a warning given out that they weren't particularly trustworthy. If the people of that town didn't bother about their presence (and culling by shooting or poisoning would have been easy), I doubt if concern about dogs is really Muslim thing.

I live near probably the highest population of people from the middle east. I cannot see them going out of their way to do anything like this in south east Michigan.
Dogs being poisoned in yards more likely disgruntled, psychotic neighbors or thieves casing a house.
Believe if this was a thing, beheading of dogs in the US, with so many people who have their houses wired up with security cameras, this would be EVERYWHERE and it would go viral.

Otoh, dog thievery is HUGE in our area due to the dog fighting rings & flippers, and those that sell to laboratories. You're not being careful if you leave your animal unattended in view or left in a car for any length of time. Sad & scary.
Tempted tho I often am to put a decal of how proud I am of our dogs on our vehicles the thought of being tailed has stopped me from doing that for years.
