Welcome. 
The way that works for me. I click the 'Add Photo' button at the top right of the comment window, a drop-down Add Photo button will appear at the bottom left of the window.
Click on that and it takes me to my photo file folder on my computer.
Pick the picture I want and it transfers to the comment.

Sometimes it helps to post first, then upload the photos with the edit feature, but only if you're adding photos to comments.
