Yes but put out more public trash cans & enforce anti-littering laws. They also need to do needle EXCHANGES, not just hand them out. That's what a nearby town did, so the druggies needed to keep their used syringes to get new ones. Seemed to work fine; seldom saw needles on the street.

@kgoodyear That's true. By the way, the solution is what Canada has: safe shooting places with nurses on duty in case of an overdose. Syringes never leave the premises. Of course, that method works because the welfare of the addict is the foremost objective,

Simple. Charge 5c for needles. Offer 5 cents cash for the return of needles. Problem instantly solved.

No alternative for me to check. If you require a needle swap instead of just handing out needles, you can avoid most of this problem. It's worked in a lot of cities.
