I find that Europeans tend to be asylum seekers and central Americans are illegal immigrants

Asylum seekers are different than immigrants.. Asylum seekers are by nature an emergency.

So in this case, at least, it was the government that broke the immigration law that specifically allows entry to asylum seekers.

The question is not if it is okay, but if one is willing to endure the punishment for the violation.
