If the report is accurate, this is very sad result of this altercation. It does seem like most incidents like this are "shoot first, ask questions later."

According to news reports, she wasn’t pregnant and was mentally disturbed, combative and violent. Also, she had wrestled his taser from him. That said, the danger to the officer was real but non-lethal, and he pumped five shots into her at close range while she was on the ground. Sounds like excessive force to me.
"... the danger to the officer was real but non-lethal..." However, now armed with the taser she could have disabled him with the taser, taken his gun and shot him with it. The question should be, what was department protocol for when a taser is wrestled away from the office? Protocol use deadly force or not. This seems to be an ambiguous case.
