If you're talking atomic or nuclear, that might work but the after effects would be far worse than what the hurricane would do... Then again, it could be a source of energy the hurricane could tap into, making the hurricane stronger...

Think it's as fanciful of an idea as any other that wouldn't work. The eye of a hurricane is 20 + miles across, how big of a ship are we talking here, and how much of the ocean are you willing to freeze?
The only way to mitigate hurricanes is to reduce the overall energy in the atmosphere that creates/feeds them
