Thanks for pointing out it's actually consumers doing the polluting. I would be interested to know what percentage of the total produced got out in the wild. Some people will always pollute, despite -- and sometimes in spite -- of whatever recycling system is put in place.

TLDR I got as far as the explanation for what a bottle bill is. I think this would be largely useless. I would be interested in seeing the stats on this in states where it's already in effect. I think there will always be some percentage of people who just don't care, and will toss their trash anywhere.
Greedy evil corporations forced people to be litter bugs when glass bottles were rarely tossed and broken creating hazards to pedestrians and vehicle tires
