Does anyone know of any substance abuse groups in in the Little Rock Arkansas area that do not involve religious teachings. If not are any here willing to help me try to start one? I just recently move here and its getting difficult.
Not all AA locations are religious, my brother is an atheist and is a counselor with a masters and works within AA-just not in the AK area. Call them and ask.

Look up the Arkansas Society of Freethinkers. There in Little Rock.
You could look on "Meetup" as well as check the local Helpline (usually 211?)
Sounds like you may have to be a pioneer there.
Use SMART recovery as the base and leverage social media to build your network.
If you forgive the cliche, while "god" may close the door but open the window; I would rather tear off a table leg and make a hole through the wall on my own terms.
Maybe it is your time to make a deep mark!

I think some meetings are atheist specific... although they are harder to find no matter where you are.
Another option I tell people is that if they are not homophobic they could go to the gay meetings, which generally have a lot less of a religious aspect to them (not all do however).
Back when I was getting my 2 year degree in Addiction Studies, i seem to remember there were numbers you coudl call to find local meetins specific to your needs.

Not sure about your area but they have them where I live. Maybe Google AA Agnostics in your area?
I used to have that discussion with my late mother, who was an AA sponsor. We went back and forth about what a "higher power" meant, and what happens if you need help and are not a believer. She could never really come up with a satisfactory answer, but the closest we came to agreeing on it was this: That a higher power could mean anything you believe is higher than yourself, e.g. the universe, your family, etc. To me, a person shouldn't have to define something like that in order to satisfy the narrow parameters of a recovery program. I hope you find the help you need, and don't have to deal with unnecessary philosophical mandates. Good luck; recovery is very possible!
