I would say that a small gathering where there is room for the 6 ft separation within the space could be allowed; board meeting, meditation group etc.

If any house of worship remains open, then it should be quarantined, and all people in it therefore are not allowed to leave for 14 infection free days.

your idea is couterproductive to the purpose of the quarantine rules. It would create additional sickness among the congregation members.

The shame of governments who have kept cruise ship passengers in contamination complex is disgusting.
The only government which has acted sensibly and morally in this regard is Cuba.
