State Police arrived in Portland last evening as the feds left, and the protests continued on a much better level. The small destructive group was dealt with more effectively by peaceful protesters.

i've heard that it wasn't so much a matter of him backing down but rather he plans to up the ante by pulling the fed agents out of Portland and sending them to other cities and replace them with national guard to really crack down on the demonstrations.
