It seems like I saw this sign for 30 years when I was driving to work.

LOL, love it.
Our City Council has a lot of similar signs but they used to use one in particular that read, "End of Work Ahead" until some local wag (comedian) decided to add to it by painting the words " How can it end when Council Workers never seem to actually have started work around here in the first place."
He/she may have a bit wordy but 100% correct because our Council has a policy, so it seems, that it takes 3 people to decide IF there hole in the road is actually a hole, one person to spray the perimeter of the offending hole with their 'magic' white paint in the hope that it vanishes and if the 'magic paint' fails to work then it takes a total of approx. 10-15 workers, 4-6 pieces of heavy machinery ( trucks, diggers and road-graders, etc,), 6-12+ weeks to rip up the tarmac, level out the ground surface, replace the tarmac and during all that time the section of street/road is completely closed off to usage.
And, btw, I am NOT joking.
