Clint has always been a right winger so it's possible but not probable that this came from his mind. Unless he's become completely senile, I think he knows Biden is not from Hawaii.
It's really sad that some people might actually believe this stuff.

Sure Clint is conservative and probably pro gun but I don't think for a minute that he wrote this.
It looks like whoever wrote it confused Biden with Obama,
