Normal syringes have a 'dead space', which leaves some medicine still in the syringe. The 'special' syringes are 'low dead space', so less of the medicine gets wasted. The requirement for low dead space syringes comes from a desire to use every available drop of vaccine, not from any special requirement the vaccine manufacturers have.
