So fear of litigation in government, is going to kill people, but It does not mater if people die, as long as they can't prove its someones fault.

Rare enough to not show up during the trials. ?

Probably not more common than dying from Covid-19.
Suspending the vaccine distribution has it's own set of risks.

37 cases out of 17 million vaccinations is not a statistically significant difference from random occurrence. EU is not doing a good job with their vaccine rollout. These decisions by EU countries will make it even worse. [nbcnews.com]
