It looks like an air version of flyboarding.

This technology has been around in various forms for over 50 years. But it is inherently limited by the fuel weight needed. The maximum flight time I've heard of is 30 minutes in a platform version.

However, a breakthrough in either battery energy to weight ratios or material sciences to produce a much more energy dense fuel (metallic hydrogen) would change everything. flight times of a few hours become possible.

But keep in mind, the more energy packed into a small volume, the greater the explosive potential. Even if they could do it today, I would not want the thing parked next door.
