Because of all the false and horrid conditions brought on by trump and the rest of obstructionist republicans fascist aholes this census is not complete and is completely false and not valid, it has not real validity with the way it was almost halted and stymied over and over by the Fascists and their obstructionists republicans fascist controlled courts!!!

I tried to find anything by the Census bureau that backs what you're saying....although I generally concur with you....the facts and decisions of the Bureau seem to have been decisive. Let me know if you find supporting info to the contrary; I'm afraid the link from NPR is the final decision.
California lost a Congressional seat.
However I doubt the census was accurate this time, between people living in their cars and the Trump administration trying to do to the census what they tried to do to the US postal service.
