I know very little about yellow fever. What I do know about "vaccine passports" is no shot - no fly. The owners of airlines, clubs, bars, etc. call the shots on this. They can keep you off their plane and out of their clubs and bars. Nothing says they have to let you in.
@powder OK, so are you saying it is somehow "unfair" if people who are NOT vaccinated for yellow fever do not have the same restrictions about flying, eating in public places, shopping, etc.? Let's include polio. How about doodlidoo? What are the high risk areas where the vaccine is not reliable enough and what alternative do we have? You sound like my boss who argues that if somebody survived Covid then no vaccines are needed to start with. Maybe in some situations I could do something to avoid blood poisoning, for example, but if I do not and survive then no action was needed in the first place.
