Citations are a strange idea anyway. If a jury are not allowed to hear reports of former crimes, because they must judge each case on its merits alone. Why are lawyers allowed to cite previous cases to judges, so that judges are not judging the case on its own merits ?

( OH! But of course I forget, lawyers can charge large fees for doing the research and time spent in court quoting old stories.)
