Because they're trying to gin up their ignorant base. They don't, of course really believe it, but are just trying to spread distrust and hate between two groups. - a common tactic which Moscow endorses.

Given Elons past tweets, I’m not convinced that he doesn’t believe it…..👀

He's not the brightest bulb on the tree, and he's pretty crazy too.
