Sure, smashing a 1000 tonne rocket body onto the moon would change its orbit, but the change would be so small as to be immeasurable.

Wait, wait, wait... hold on a minute before we criticize Gohmert. Do we even know how much the moon weighs? If it doesn't way too much then we could probably move it by sending a few astronauts in to space to push it into a better orbit. 😀

There really should be an international law requiring all political candidates to pass a minimum intelligence test, the required minimum level rising with the importance of the position.
