I personally think the US will collapse before they can wage war, they plain and simple won't be able to afford it. The only country that has used nukes. It is a worry they will feel cornered. Ironic many thought it would be Russia you would use nukes in a final desperate attempt to maintain power. Realistically, it is the USA.
Be nice to know who would make that decision. Be nice if it was someone of sound mind.

To be fair Ronald Reagan was an actor before he was president and did a reasonable job as a politician, but kept his fingers off the annihilation button.
Reagan was his own man not someone's double.
