I don't think that is true. However it may seem so, as it is reasier to remember the present events over past events.
I think Biden is coping as best he can with what he needs to do after the Supreme Court and the Citizen's United ruling which equated corporate spending in politics with free speech. IMO, it was a bad ruling, which turned the government control over to the wealthy, even more than it had been before.
We are experiencing the 2nd "Gilded Age" in our history...
