Might as well ask why women vote Republican when they know the GOP wants to control their uterus, treat them like sex objects, and legislate them back into the 50's. Some women hate themselves and other women so much they eagerly advocate masochism for their entire sex.

Unfortunately because ill-informed male-dominated culture in poorer parts of the world. This is not exclusive but is where it is predominantly performed. This is a horrible practice in and of itself but it also leaves the women undergoing it more susceptible to infection.
