This fact along with "do the teachers get combat pay" are things that Trump and others wanting this have not confronted.

No surprise, I see it all the time. Black children and other young ones of color are on the receiving end of more heavy handed discipline than white kids. And trust me the white kids know it and some take advantage of it.
